Few decisions a board of directors makes are more consequential than choosing its chair. The person in that role sets the tone for how the board governs, asks hard questions, and guides an organization’s mission. That is why the Spy asked to speak with Arnold Williams, the newly appointed chair of Qlarant, one of the Mid-Shore’s largest and most influential companies.

Williams’s interest in healthcare oversight began early in his career. After graduating from the University of Baltimore, he joined the accounting department at Johns Hopkins, where he first encountered the complicated world of hospital cost reimbursement. The experience exposed him to the risks of fraud, waste, and abuse in the healthcare system—an issue that would remain central to his professional life.

He later continued that work with Hospital Cost Analysis Services, a nonprofit organization responsible for auditing every hospital in Maryland that receives funds from Blue Cross Blue Shield, Medicare, or Medicaid, and for helping advance early cost-containment and peer-review efforts.

Those years gave Williams a strong grounding in state-level healthcare oversight. But when he joined the board of Qlarant, he discovered a broader mission—one focused on protecting the integrity of healthcare systems across the nation.
