Last month, the Spy’s Dennis Forney interviewed Congressman Andy Harris about his policy priorities as he began his reelection campaign for the 1st Congressional District in Maryland. Based on his performance in 2022, statistically, there is a more than reasonable chance he’ll remain in the House of Representatives regardless of who wins the White House.
But his Democratic opponent, Blane Miller, wants to challenge that prediction. The Havre de Grace native and former Republican believes that his centralist positions on issues are much more in line with 1st District voters and sees a much more competitive race than meets the eye.
In his first interview with the Spy, the Navy veteran and current high-speed photographer and deep-water technical diver tells about his unique qualifications and essential policy differences with Harris as well as his positions on foreign affairs like Ukraine and the Gaza conflict, his fiscal conservatism and progressive positions on social issues like abortion rights.

I worked on two previous campaigns of Democrats running in District 1 – a Democratic primary and a general vs. Andy. Both candidates were far more capable, hard-working and honorable with best interests of the Eastern shore residents and protection of the Chesapeake Bay a priority. Their goals and values seemed far more aligned with people in District 1.
After Andy’s near fisticuffs in Congress and carrying gun into Capital revealed he was one of most disliked members of Congress, discovery he was a key player in planning Jan. 6th insurrection and continual obnoxious behavior, I was sure he would be voted out in 2022. But apparently he is still supported, for reasons I don’t understand. Though I am no longer in D1 I still care.
Can someone explain the attraction?

I don’t know the Harris attraction either – I assume that there is an overabundance of individuals who simply vote for Mr. Harris because he is a Republican. With no thought process involved. In every election that Mr. Harris was a candidate I voted for the other person, simply because Mr. Harris has done nothing for D1 in Congress but take up time and space. It is way past time for ‘handgun Andy’ to hang up his holster.
