Shirl Jenkins Sworn In as Easton Utilities Commissioner

Easton Utilities proudly announces the appointment of Shirl Jenkins as its newest commissioner. Jenkins was officially sworn in by Council President Don Abbatiello in Mayor Cook’s absence during today’s Town Council meeting. 

“We are eager to benefit from Shirl’s deep understanding of employee relations and initiatives that will improve performance, drive growth, and increase engagement,” stated John J. Horner, President and CEO of Easton Utilities. “Shirl’s leadership will have a positive impact on our organization.” 

As the Senior Human Resource Business Partner with The Boeing Company, Jenkins has experience working with all levels of leadership on strategy, integrated organizational plans, talent acquisition and retention, and corporate policies. Her 25-year career has been focused on Human Resources, blending workforce and performance management with strategic planning to provide effective solutions. Jenkins received her bachelor of business administration in Human Resources from Strayer University and her MBA from University of Maryland, University College. 

“As the utility sector continues to face workforce changes and challenges, I look forward to supporting efforts that strengthen employee development and ensure long-term organizational success,” said Jenkins. “I am honored to serve Easton Utilities and the Town of Easton in this role.”

Collectively, the commissioners are charged with governance responsibilities for the organization focused on accountability and fiscal responsibility. Jenkins replaces Buck Duncan, who fulfilled his two terms serving as a commissioner. 

Jenkins is a longtime resident of Easton with a personal connection to the community. “Having lived here for many years, I have witnessed the growth, challenges, and opportunities that define our community and can offer valuable insight,” added Jenkins.
