Clay Mitchell was well-known and well-liked in Annapolis. He represented a breed of Eastern Shore legislators who led the powerful House Appropriations Committee and thus provided the vote-challenged Shore with a voice at the table. As Speaker of he House of Delegates, he dealt constantly with difficult statewide issues. He was a superb citizen-legislator.
