Some time ago I had a talk with Andy Harris, and I asked him why he votes mostly no on bills especially those having to do with the Bay. His answer was, “I read the bill.” He went on to explain all the stuff that gets tucked away in the legislation and its cost that many times has nothing to do with the bill’s objective. He went on to say that the title of the bill is not good enough for him, he wants to know what follows the title. Now you might not agree with Andy on the premise of the issue, but you must respect his intellect and his curiosity to actually read the proposed legislation. Perhaps, we should all “read the bill.”

Bills before Congress are like sausages. All are likely to contain some questionable ingredients. Nonetheless, there are good sausages and bad sausages. That rep “Andy” Harris reads all the ingredients and votes “No” if the sausages before him contain any useful or progressive ingredients is no recommendation.
