What does percent cases within facilities mean? Why is Memorial Hospital putting a tent up for COVID cases? This does not make any sense.

Percent cases within facilities shows what percentage of a county’s cases stem from outbreaks in congregate living facilities, such as nursing homes. For example, Kent County has 98 total cases, 74 from congregate living facilities. So 75% of the county’s total cases originated in such facilities. Statewide, about 21% of cases and 57% of deaths are residents and staffers at congregate living facilities.
According to reports, the University of Maryland Shore Medical Center at Easton is putting up a tent to prepare for a potential surge in cases related to the testing of all workers at the two poultry processing plants on the Shore.

Aren’t those packing plants in DE? Are we trying to increase the cases in Easton by doing this? We should not be in lock down at this point. It is my understanding that the employees at these plants are illegals. If the employees are in DE and they are illegals, why would they be coming to Easton? Is Governor Hogan trying to make us even more miserable than we are now? This economy needs to start up now.
