Senate Minority Leader E.J. Pipkin has introduced a bill to reopen the Upper Shore Community Mental Health Center in Chestertown. The facility was shut down in 2010 due to budget cuts.
The bill was introduced on Feb. 21 and a hearing of the Senate Finance Committee is scheduled for March 14 at 1 p.m
