    This appears to be from the annual Hammond Regatta weekend held each fall from Annapolis to Oxford and co- hosted with the Naval Academy and TAYC. NASS hosts the race to Oxford and TAYC runs the race back to finish off Popular Island . Notice the similar spinnakers and on the mainsail you can see NA followed by the sail number.
